There's no way to do that at the moment and I don't really see it being necessary? What do other people think?

I'm not sure that it is necessary. What I find helpful in setting missions is thinking about the ones which our agency has found difficult to solve. Occasionally, I'll set a really easy mission, with low points value - it helps our security level but also could give someone in another agency a chance at solving a mission whereas they usually find them too hard. I hope other agencies have the same sense of fair play - there is an honour among spies, after all!

When submitting missions you need to make sure that the explanation covers *everything* in the mission. This includes all the methods used to encoding/decoding and things like that.

At the moment a lot of missions are being submitted with insufficient explanations and are therefore being rejected. You need to include links to somewhere which can verify the answer is correct where possible.

I'd like to remind everyone that you do not need to worry about different capitalisations when submitting a mission. It's taken care of, so stop wasting answer possibilities with differently capitalised answers and instead use them to vary punctuation, spelling, format and things like that.
