Maybe when her old boss left she'd been expecting to be promoted. I don't imagine the Agency has a very good affirmative action programme, maybe she was unhappy at being passed over.

Lucas deserved it though, as he was acting like a love-sick idiot over Sarah and Harry was letting him get away with it. So Ros needed to step up to the plate to remind Lucas about the job he was supposed to be doing.
