Personally this is the writers' fault, they could have easily made Lucas into a good section chief, but instead they decided to sacrifice it to make a loopy and idiotic Lucas storyline about him fussing over another love interest and getting too deep into his own messed-up personal life.

Seconded. Lucas could have made a fabulous Section Chief. Well, the Lucas of S7 could have. His character was pretty much tipped down the drain after that
