She could've just stayed away from the meet, then Zoe would have reported back the agent didn't show and Tessa could then have claimed to have found out that he died or emigrated or something. But she deliberately chose to involve Zoe, possibly because she didn't want to have to "kill off" all her ghost agents and lose the income. I think JHyde's right about corrupt people expecting everyone else to have a similar weakness for money.

Interesting that Harry noticed Danny's credit card fraud but didn't notice Tessa's much grander ghost agent scheme. Not very observant of him...
