Light bulb moment! This is why Harry suggests that they agree to never resign. He completely understands the need to take the plunge and make an executive decision. Whether he likes it or not, the statement comes out of solidarity with Juliet.

Yes and Juliet would be well advised to remember that Harry stood by her !!
