I need to explain something. The security levels work on a points basis so your security level is actually just a number which goes up or down. Here's the breakdown:

BREACHED - <= 0 points
CRITICAL - 1-5 points
INSECURE - 6-10 points
STABLE - 11-15 points
SECURE 16-20 points
INVINCIBLE - 20+ points

When you upgrade your security, 5 points is added to your security level. Upgrading doesn't necessarily mean you will go into the next threshold. So if your agency is BREACHED at -10 points you would need to upgrade a few times.

I'm sorry if that wasn't apparent. I promise you that the upgrade feature IS working. Your agency just sucks.

P.S when you are BREACHED everytime you fail a mission all of your agent codes are leaked. So even if you are breached once, get your cover blown and then restored. Your new agent code will keep getting leaked until your security level is no longer BREACHED.
