Difficult indeed. The US has a very complicated relationship with Iraq due to this kind of thing dating back to the early 60's. Sometimes you may initially support the party but the depots that come after are like trying to hold a wet cat by the tail.

Doesn't Harry say that to Adam when he is voicing his concerns to Ruth about taking out the Syrian Head of Security by request of the Syrian Foreign Minister? He says something like, "Maybe doing something is better than doing nothing." Which is interesting b/c he is not inclined to think it a good idea in discussion with Juliet. Maybe he is playing devils advocate? Maybe he is rationalizing what he is being forced to do by his superiors?
