I understood the lawyer to be there because the evidence provided by MI5 against the radical Muslim cleric released at the beginning, was deemed inadmissible in court. This is what led to the guy being released in the first place. The role of the lawyer was thus to ensure that Section D's other operations are done by the book so that the evidence would be admissible next time.
