I think she was taken to the hospital and then went home, returning the grid early the next morning. The shirt reflects her state of mind and the fact she was feeling unworthy (I mean, come on Ruth, that shirt is not fit for the office now is it?) Unworthy of the trade Harry made that is. She chewed him out as soon as she arrived at the grid.

She was still clearly a bit drugged (or out of her mind) by sending H off to probable death and denying Beth and Dimitri the chance to follow him and try to save him.

Now I understand the tears. I've been confused about whether they were for Lucus (she knew he'd jumped) or Harry (because the bomb was fake and without coms didn't know what was happening) Now I know the tears were because she realised she was totally having a bad shirt day.
