I think think she was crying more for Harry than for Lucas, but I do think some of those tears were for Lucas. She watched him fall apart, and become someone else right in front of her when he kidnapped her, seeing that happen to Lucas, knowing that he more than likely kill Harry out of revenge could've just been too much for her. Then again, I agree about her understanding what Harry had to go through at that moment

I just noticed something,
The line "At the moment when you decided to make that deal it was unfair of you to love me" and "All the people who have given up thier lives I'm not worth more than them"
Ruth didn't know Albany was a fake, the actual fact is that when the situation is reversed and Harry goes to sacrifice his life to save innocent people the threat is actually real even though the bomb was fake, no one knew that the bomb was a fake but Harry knew all along Albany was wasn't real, there was never any danger to anyone elses life other than his own, Ruth's and Lucas.
Harry knew the exact sacrifice he was making in the moment he knew there was no way to save, Lucas, Albany and Ruth... had Albany been real I don't think Ruth would still be alive.
If Ruth believes that Harry is in a way a hypocrite, then that's not quite right, because if Lucas had killed her she would have died for nothing, which is why I think Harry allowed himself to give Albany up so easily, but if Lucas had killed Harry, they would've thought it would've been to save lives, it would've been a real sacrifice... it's complicated, but I think it makes sense
I'll be glad when... well if Ruth finds out Albany wasn't real, maybe she'll understand then that Harry didn't give up the lives of others, he only gave up his own
