This struck me too. My guess would be that she knows what it's like to feel you've been left behind and are going to die (in 5.10 she's basically left on the Barrier alone with the terrorists - and probably likely to die - until Adam comes along, and then again when they're under the water we see her at her most vulnerable, in complete and utter panic, and essentially giving up) and she doesn't want Zaf to have to go through that. Perhaps she also feels that she still owes a lot to the team for a) her part in her father's coup and b) her part in Ruth's exile, so she feels she needs to make up for that even more.

Ros' association with Yalta, and her 'betrayal' of the service though that, that I find most interesting is the fact that she first fell into is because she wanted to find Zaf. Magritte keeps her hooked by baiting her with little bits on information about him, info she needs in order to find him. To me, that makes her 'betrayal' forgivable - she's always reminded me here of someone who's in out of their depth
