Well the mistake I've made when trying to work out what was going on was to consider "the Russians" as a single cohesive entity not consisting of various factions. This would apply to many present day countries. Can't help but be reminded of the 1991 Soviet coup attempt.

Still some questions remain. What does Tom do when he gets inside the 'Russia House'?
Does he have a cosy chat or does he kill Levrov? Harry's idea of dealing with Levrov? I'm not up on Tom's history so maybe others can offer some answers.

With Harry determinedly answering the phone at the very end I think he stays on at MI5.
