Am I the only one here who thinks Jo isn't a well developed character?

I mean I like Jo but I think we haven't been given the chance to know her more deeply... I don't know... There are some episodes where she show her feelings

bur only a few episodes, for me Jo is a girl who works for MI5 but she's not very convinced about it or a bit confused... I mean is normal she's a newbie but...
