I think it was a combination of things. It might have been a bit twee to get them together as it's possible they started dating very soon after they met, and so the writers might have decided not to exploit that in the same way they never got Matthew and Keeley together on the show. Then there are the time constraints - allanah is right, in season 5 there were already two romantic relationships being played out, along with Adam's PTSD, and although the personal lives of the characters were explored more fully this season across the cast, not simply for the main male lead, there was kind of enough to deal with alongside the complex storylines and plots being developed.

Just re: Ros vs. Jo going out on honeytrap missions. I don't think it's about looks somuch as savvy. Think of how protective everyone is of Jo in putting her into those positions, not just in season 5 but

but also again in season 6.
The writers are more inclined to have women use their sexuality obliquely, the way Jo or Zoe have done. There are obvious exceptions to this rule, but by and large I suspect it's something neither the show nor the Service in real life want to exploit too much, for different reasons.
