The message is double encoded. The keyword is useless to you until you decode it once, then when you have it converted back to letters instead of numbers the keyword is important.

It has been encoded from letters to numbers using a rotation encoding method, i.e a = 1, b = 2 etc.

For those of you attempting the painting mission, I literally just put some text on the painting using photoshop and made it smaller and blend in. It is visible to the naked eye if you look closely in the right place.

I am too busy to keep adding missions all the time.

Both of your agencies are in a dire state and the fastest way to get them back to order is by getting missions approved. So I encourage both agencies to add lots of missions so your security levels rise and so the other agencies have some missions to solve.

Can you also make sure that the answers are as simple as possible and not sentences. I've just reject 3 missions because the answers were full sentences which would be near impossible to guess correctly.
