Hmmm... I've missed a bit...

Sticking with the PM idea isn't bad... Those who want to collaborate badly enough will make the effort to send the PMs, and those who are just playing to burn time won't be too concerned with communications. Communicating with more than 5 people at a time probably won't even be necessary. It'll reduce the likelihood of being picked up by double agents as well.

A couple of thoughts...

My PM limit is 10 but still hasn't been enough to communicate with all our agents. If I'm at work, for example, I'd like a quick way of sending a message and then getting out of the forum. Perhaps upping contact limit for PMs and allowing creating of contact groups?

I like the sub-forum idea, though. Re. moderation...is there a way of 'deputising' agency leads, to train them in the moderation requirements of the site, without them becoming 'staff'?

I agree with the rest of your suggetions, although I'd still like solving missions and blowing enemy agents should still carry security point upgrades. Also suggest:

(a) add a free-text box on the 'upload mission' page, to enable us to explain/verify the mission - it'll save time and effort.
(b) allow the agency lead to see a list of all current agency members, as it can be difficult to keep track of all members of the agency.
© only allow agency leads to recruit.

The reason © won't be done is that in reality the head of an agency does not do all of the recruiting and I think it would make it borderline impossible for double agents to achieve their goals, recruitment should be done by everyone, that way it adds another element to the game, to train your agents in recruitment practices and to ensure the agency does not grow beyond the DG's control.

On the sub-forum thing, I say again, normal members will not be moderating anything in any capacity.

On the security level, I'm really trying to reduce my involvement in this game, I literally don't have the time from now until July to sit here creating missions hard enough to keep you all entertained. I feel the only way to make you add missions yourselves is to make it the only way of raising your security level. I think that's fair?

When submitting missions you need to make sure that the explanation covers *everything* in the mission. This includes all the methods used to encoding/decoding and things like that.

At the moment a lot of missions are being submitted with insufficient explanations and are therefore being rejected. You need to include links to somewhere which can verify the answer is correct where possible.

I'd like to remind everyone that you do not need to worry about different capitalisations when submitting a mission. It's taken care of, so stop wasting answer possibilities with differently capitalised answers and instead use them to vary punctuation, spelling, format and things like that.
