I think sugarhorse could exist in The Cold War. The goverments were capable of something like that.

I also think is very likely and specially in those times, as someone else said maybe not exactly as it was developed in the show but the concept might have been based in reality.
Now that I think of it, I remember something like that in an US show, supposedly during WWII nazis put their people into different fields in US society and over the years help them reach a higher position, so 50 years later they would attack US when they less expected one and would have the help of their now influencing people.... Whether or not now this kind of operations are still alive I wouldn't know, I'd like to say I believe not but there's so much goverments/security services do we don't know about and might never know. I think it could happen in reality. Look at the Cambridge 5, they were recruited at university in the 1920s by the Russians to infiltrate the British Secret Service. Where paranoia and secrecy are so rife, we will always get conspiracy theories.
