I agree with BravoNine on this.
Lucas could have made a great section chief, he showed genuine concern both towards Dmitri (on that ship) and towards Beth (episode 9.2), though he didn't trust her completely. But due to the Lucas/John story we didn't had a chance to see more of his abilities as section chief! It's "a struggle for heaven and earth. Where there is one law: fight or die. And one rule: resist or serve."
