I remember watching the commentary for episodes 4.09 a couple of weeks ago and this topic was actually mentioned, more specifically though in respect of stunt persons/actors. The government officer that was shot through the door at the start of episode 4.09 had actually also been used twice in season 5. He was killed again in season 5 and then beat up in another episode. With regards to the actors that are allowed to perform stunts, the commentary says there are only about 50 or 60 names on the stunt register in the UK, which isn't that many, so they have no choice to reuse actors.

I wonder whether this may be a similar case if you want an actor that can speak/looks Greek or Arabic for example, that the register of names is not that large, so at some point you will have to reuse them.

That is a fair point actually; there are surprisingly few people on the stunt register over here - nothing like the number there are in America!

And since I'm assuming Spooks is fairly specific when it comes to stuntpeople who look the part, that does narrow it down even more :/

USA must have a larger list for stuntpeople or actors for 'minor roles' but they do re-hire them in their shows too.
I was fan of an american show and after rewatches I would caught that a certain actor/actress, made an appeareance in a previous season...it might happen less commonly of course, in this particular case it were 2 or 3 times in 4 seasons, 23 eps each season, but it happens
